    They lower the ethanol content in areas that are susceptible to legit winter/cold weather to avoid cold start problems associated with E85. For example, Hawaii has guaranteed above 79% ethanol the whole year, Arizona never sees below guaranteed 74% ethanol content & Vermont only gets E85 guaranteed above 79% for 1 month (July) during the whole year.
